Biography
Phil Mulligan took over as UNA-UK Executive Director in September 2010.
Prior to joining the Association, he was CEO of Environmental Protection UK, a broad-based membership organisation established in 1898 that aims to raise awareness of local environmental quality issues and influence policymakers in at the local, UK and EU levels.
During his time at Environmental Protection UK, Phil developed a new strategic plan for the organisation, reformed the governance, re-branded and introduced new performance management systems. He also broadened its range of income streams by developing the membership and taking on more externally funded project and programme work.
Phil is the Vice-Chair of Defra’s Civil Society Advisory Board and a trustee of BTCV (£30m turnover). He has been on the Board of One World Action, which focuses on gender empowerment and workers rights, and currently sits on the Sustainability Committee of a global law firm and the Steering Group of the Brighton and Hove 10:10 campaign.
As Country Director for VSO Indonesia, Phil ran programmes in maternal and child health, HIV, disability rights, education and sustainable livelihoods. He implemented strategic changes to improve VSO’s impact and secured significant new external funding from donors such as the EC, DfID, FCO, GTZ, Dutch foundations and international corporations.
Before VSO, Phil worked at the University of Sussex as a tutor while undertaking an MPhil in Development Studies. He also worked for the Office of National Statistics, with responsibility for the collection of the 2001 Census in Brighton. In 1997, he stood in the local area as a parliamentary candidate for the Green Party.
After graduating from Cambridge, Phil spent five years volunteering and working for charities around the world. This included a 10,000 charity bicycle ride, serving on the Rainbow Warrior for Greenpeace and leading development projects for Raleigh International in Africa and Central America. |
